Fear as an excuse for incorrect action (or inaction) is a form of incompetence. On the other hand, if correct/good action results, then fear is a useful motivator or source of energy.
Fear can be the result of incompetence. At least for me anyway. Not knowing what to do or how to do it, or even what questions to ask, but knowing something is expected from you anyway causes anxiety and fear.
P.S. Ms. Rosa Say, are you out there? I was trying to reach her, but I'm not sure if any of my messages ever made it:(
